There was no way for the bureau to feed 1,200 inmates three times a day during the week without the help of inmate cooks, and most of these men, like Bucklew, could have earned three times their regular $75 per month salaries by working in prison industries. They chose the lower-paying kitchen duty because they wanted to eat well, and on Sundays they did.
Technically, the kitchen was closed. Inmates had to make do on Sunday morning with a brunch of coffee, milk, and pastries, and a dinner of cold cuts and bread.
