“N. Erdmann was working for the Coalition Provisional Authority in an office on the second floor of the Republican Palace, on the west bank of the Tigris River in central Baghdad. The sign on the office door said “Ministry of Higher Education and Scientific Research.” Erdmann, a thirty-six-year-old State Department employee with a doctorate in history from Harvard, was the Iraqi ministry’s senior adviser—in effect, the acting minister.
