“Avoiding Mark Ryan, who’d been hovering around her and her family like a hungry bat with a cluster of mosquitoes in its sights, had been equally simple: She’d simply waited to go until he wasn’t around. As Davenport ’s assistant, Jess was no stranger to helicopters, but seeing the Capitol laid out before her like a sparkling miniature village was something that never failed to awe her.
